Section 3 of the Ordinance gives the Governor in

Council power to make regulations.

11. It has been stated above in paragraph 4 that the

Ordinance does not apply to persons of Chinese race unless

Superintendent of Police a power of exemption. A case in

which this power will probably be exercised is that of the

The exemption, however, will not be an exemption from the

necessity for registration, or from the power of the

Captain Superintendent of Police to remove names from the

15.

Section 3 of the Ordinance provides that a watchman

who deserts may be removed from the Register and that on such

removal he shall forfeit his right to any moneys that may be

standing to his credit in the hands of the Captain

Superintendent of Police.
